Enlightened Policies

Preparing the Mozarty Party's Magnificent Global Manifesto is a time consuming process.  Our democratic principles mean that we are attempting to gain as many useful opinions and contributions as possible prior to full publication.

So, where can useful opinions and contributions be found?  What is...


...a useful opinion?  How does a useful opinion differ from a useful set of facts?

You may like to know something about the Mozarty Party's possible policies if you wish to make a statement about any of them, develop some sort of useful opinion or even contribute some suggestions of your own.

Here is a draft (not daft, I hope) copy of a few very small parts of the party's proposed manifesto:



Section One - Introduction


1.1. The Mozarty Party is a global party.

1.2 Everyone is welcome to contribute to the Mozarty Party's policy proposals, including non-members.

1.3 Membership is open to everyone willing to pay the required fees.







Section Two - Junior Membership Categories


2.1 Stage one membership is for persons under the age of thirteen years, as well as older persons who lack a significant degree of enlightenment.  An annual membership fee of $2,000 Australian dollars applies for stage one membership.

2.2 Stage two membership is open to enlightened persons aged between thirteen years and seventeen years.  The annual membership fee for stage two membership is $500 Australian dollars.

2.3 Stage three membership is open to all enlightened persons aged between eighteen years and twenty seven years.  Stage three members are eligible to train to be Mozarty Party political candidates.  The membership fee for stage three is $25 Australian dollars per annum.










Section Three - Creating World Peace


3.1 The Mozarty Party believes all persons aged 13 or above, whether enlightened or not, should be able to vote in free and fair general elections at least every four years, whether they like it or not.

3.2 The party believes all persons under the age of 28 should have a very peaceful and productive life.  For this reason, persons in that age group should never participate in any activity where force is involved, whether of the military or civil varieties.  This will ensure that such persons develop their full potential, and full personalities, free from aggression and oppression.

3.3 Anyone under the age of 28 years expressing aggressive behaviour will require a full-time, full-board, non-boring education, under the guidance of a large number of kindly grandmother-type personages.  No aggressive young person should be allowed to have holidays during their educational years, or to use an ipod or any other type of MP3 player.

3.4 The minimum age for leaving full-time education for aggressive young persons will be twenty eight years, by which time they should either no longer be aggressive or be required to live for an undetermined time in an environment preventing them from causing any sort of harm to others.

3.5 Aggression, like an inadequate standard of hygiene, is always unenlightened.

3.6 World peace requires an enlightened understanding of music, needs, productivity, pleasant conversation and good taste.








Section Four - The Election Process


4.1 Enlightened persons aged 28 or older may apply to become fourth stage members of the Mozarty Party.   Fourth stage members may also train to be political candidates, and may even be selected to campaign for public office.  The membership fee for stage four is dependent upon the prospective member's taxable income for the prior ten years, as well as their household net worth over at least the last twenty years.

4.2 All persons regardless of age, whether Mozarty Party members or not, will be required to pay a worldwide Household Net Worth Tax (HNW) if that net worth in any year is above ten million Australian dollars.  The tax will be progressive and not excessive, ensuring that the wealthiest members of the global population are neither disadvantaged nor likely to have a disproportionately undemocratic influence on public policy.

4.3 The HNW Tax will be used to fund the world's elections, as well as the campaigning processes of all political parties.

4.4 An independent international commission of philosophers will be responsible for writing clear and unambiguous statements comparing the policies and personal characters of all candidates for every election, all over the world.  These statements will be provided to the voters as the main way of comparing candidates, apart from the Internet publication of the political parties manifestos.

4.5 No political party or individual will be permitted to raise campaign funds or to pay for advertisements.

4.6 No government will be permitted to use advertisements as a tool of persuasion, and no public money will be used for advertising purposes.

4.7 Political parties will only be permitted to obtain funds through the membership fees paid by individual members, thereby preventing wealthy or domineering individuals, and the organisations for which they work, from having an undue influence on policies.

4.8 The funds of political parties will be used solely to educate their own members in the proper analysis of policy processes.  For this reason, all prospective members of the Mozarty Party will be considered to be unenlightened for at least their first year of membership.






Section Five - Good Health


5.1  The Mozarty Party believes that promoting good health is one of its most worthy pursuits.

5.2  The Mozarty Party believes that preventing cruelty is the first step towards promoting good health.

5.3 The Mozarty Party believes that healthy beliefs are very important and should be encouraged.

5.4 The Mozarty Party believes that the long-term health of every person should be of equal value, regardless of parentage.

5.5 The Mozarty Party believes all persons over the age of five should take responsibility for maintaining their own health to the best of their ability, and be provided with the resources with which to do so.







Section Six - Supporting the non-paid and partly-paid population


6.1 The Mozarty Party recognising that some people are unable to work in paid employment because they have a great many other responsibilities, challenges and/or obstacles in life.

6.2 The Mozarty Party believes that everyone over the age of eight should be encouraged to take up paid and unpaid responsibilities, and be supported so that such personages may overcome their most difficult challenges and obstacles.

6.3 The Mozarty Party believes that relative poverty and relative wealth are not excuses for idleness.

6.4 The Mozarty Party believes that remuneration for paid work by persons under the age of eighteen should be used purely towards their educational requirements.

6.5 The Mozarty Party believes that a responsible financial attitude is appropriate for anyone, of any age.

6.6 The Mozarty believes that retirement from paid work should be possible for any persons who needs to rest for a while.  Retirement may be temporary or permanent, based on the usefulness to society, and the individual, of any retirement.  This especially applies to incompetent musicians.





Section Seven - Better ideas


7.1 The Mozarty Party always welcomes better ideas than the ones it has already received.

7.2 If you have a great policy idea, on any subject at all, affecting people anywhere in the world, or even no-where in particular, do send them to the Mozarty Party as soon as possible.
